Step 1
Preheat your oven to 350°F (175°C).
Step 2
In a large pot, bring lightly salted water to a boil. Cook the lasagna noodles for about 8 minutes, stirring occasionally until they are tender. Drain the noodles and pat them dry with paper towels.
Step 3
In a large skillet over medium heat, brown the ground beef along with the diced onion, breaking the meat into crumbles as it cooks, for about 10 minutes. Once browned, add the pasta sauce and stir in the garlic powder, basil, parsley, chives, oregano, and nutmeg.
Step 4
Spread half of the beef sauce mixture into a 2-quart casserole dish and sprinkle with 1 cup of the Cheddar cheese.
Step 5
On a lightly floured surface, lay out a lasagna noodle. Spread 2 tablespoons of cream cheese over the noodle, followed by 2 tablespoons of the beef sauce. Roll the noodle up and place it seam-side down in the casserole dish on top of the cheese. Repeat this process with the remaining noodles.
Step 6
Once all the noodles are rolled and placed in the dish, pour the remaining beef sauce over the top and sprinkle with the remaining 1 cup of Cheddar cheese.
Step 7
Bake in the preheated oven for 10 to 15 minutes, or until the cheese is bubbly and golden.
