Step 1
In a skillet, heat 1 1/4 tablespoons of olive oil over medium heat. Add the chopped onion and green bell pepper, cooking until softened, about 5 minutes. Stir in the chopped tomato, minced garlic, cayenne pepper, salt, and black pepper. Cook for an additional 2 minutes, then set the salsa aside.
Step 2
In a separate pan, heat about 1 teaspoon of olive oil. Add the corn tortillas one at a time, cooking each for about 20 seconds until heated through. Keep them warm.
Step 3
In the same skillet, heat the remaining olive oil over medium-high heat. Crack the eggs into the pan and cook until they reach your desired doneness, about 4 to 6 minutes.
Step 4
To assemble, spread a thin layer of refried beans on each tortilla. Top with a spoonful of the salsa, a sprinkle of shredded cheese, and a fried egg. Add more cheese, chopped jalapeno, and fresh cilantro on top. Serve immediately with sliced avocado and any remaining refried beans and cheese on the side.
