Step 1
In a bowl, season the beef strips with cumin, chili powder, garlic powder, onion powder, and salt. Allow the mixture to marinate for about 30 minutes.
Step 2
Heat 1 tablespoon of vegetable oil in a pan over medium-high heat. Add the sliced onion and bell pepper, sautéing until they are soft, about 5 to 7 minutes. Transfer the cooked vegetables to a plate and set aside.
Step 3
Preheat your oven to 350°F (175°C). Prepare a large baking sheet by spraying it with nonstick cooking spray.
Step 4
In the same pan, heat another tablespoon of oil over medium-high heat. Add the marinated beef and cook until it is no longer pink, approximately 5 to 7 minutes.

On the prepared baking sheet, lay out 6 corn tortillas. Sprinkle a handful of grated Monterey Jack cheese on each tortilla.
Step 6
Bake the tortillas in the preheated oven for 2 to 3 minutes, or until the cheese is melted. Remove from the oven and add the sautéed vegetables and cooked beef to each tortilla. Roll them up tightly and place seam-side down on the baking sheet. Brush the tops with the remaining tablespoon of vegetable oil.

Return the flautas to the oven and bake for an additional 8 to 10 minutes, or until the tortillas are crispy. Repeat the process with the remaining tortillas.
