Step 1
Start by taking 1 1/2 cups of cold butter out of the refrigerator and letting it sit at room temperature for about 10 minutes. In a mixing bowl, combine the softened butter with 2 tablespoons of all-purpose flour using an electric mixer on a low speed until the flour is just incorporated. Once mixed, turn the butter mixture out onto a piece of aluminum foil and shape it into a 6-inch square. Wrap it tightly in the foil and place it in the refrigerator to chill.
Step 2
Next, dissolve 2 packages of active dry yeast and 3 tablespoons of white sugar in 1/4 cup of warm water. Allow this mixture to sit for about 5 minutes until the yeast softens and forms a creamy foam on top.
Step 3
In a large bowl, stir together 3 cups of all-purpose flour, 1 3/8 cups of milk, 2 tablespoons of melted butter, and the yeast mixture. Gradually add the remaining 1 cup of flour, 1/3 cup at a time, mixing until a soft dough forms. Turn the dough out onto a lightly floured surface and knead it for about 5 minutes until it becomes smooth. Place the dough in a bowl, cover it with plastic wrap, and refrigerate for 1 hour.
Step 4
After an hour, remove both the dough and the butter-flour square from the refrigerator. On a lightly floured surface, roll the dough into a 10x10-inch square. Unwrap the butter square and place it diagonally in the center of the dough square. Fold the corners of the dough over the butter, pinching the edges to seal it in.
Step 5
Now, roll the folded dough into an 8x18-inch rectangle. Fold the dough into thirds from the long ends, just like folding a letter. Roll it out again and repeat the folding process. Wrap the dough in plastic wrap and refrigerate for another hour. Repeat this rolling, folding, and refrigerating process two more times, finishing with a 4-hour refrigeration or overnight if you prefer.
Step 6
In a separate bowl, mix together 1 cup of brown sugar, 1 cup of white sugar, and 3 tablespoons of cinnamon. This will be your delicious filling!

Prepare 24 muffin cups by brushing them with melted butter and sprinkling ground cinnamon all over the sides to coat them nicely.

Roll the dough into a 10x36-inch rectangle. Brush the surface with melted butter and generously sprinkle the cinnamon-sugar mixture over it, reserving 1/2 cup for later. Starting from the wide end, roll the dough up tightly and pinch the edge to seal. Cut the rolled dough into 24 equal pieces and place them in the prepared muffin pans. Allow them to rise until they double in size, which should take about 1 hour.
