Step 1
Turn on the Instant Pot and select the 'Sauté' function on high heat. Set the timer for 10 minutes. Add 3 tablespoons of coconut water and the sugar to the pot. Stir once and let it bubble without stirring again until it turns amber in color.

While the sugar mixture is bubbling, heat 1/2 cup of coconut water in a microwave-safe bowl for 1 to 3 minutes until hot.

Once the sugar mixture is amber, carefully pour the hot coconut water into the pot, being cautious of the steam that will rise.

Add the fish sauce and shrimp to the pot. Press 'Cancel' to stop the sauté function. Close and lock the lid, then select 'High Pressure' and set the timer for 3 minutes. Allow 10 to 15 minutes for the pressure to build.

After the cooking time is complete, carefully release the pressure using the quick-release method according to the manufacturer's instructions, which should take about 5 minutes. Once the steam is released, remove the lid and stir in the grated ginger, garlic, and black pepper.
