Step 1
Preheat your oven to 350ยฐF (175ยฐC) and grease an 8x8-inch baking dish.
Step 2
In a mixing bowl, combine the flour, rolled oats, brown sugar, white sugar, lemon zest, and baking powder. Mix well.

Pour in the melted butter and use your hands to combine the mixture until it resembles coarse crumbs.

Press half of the crumb mixture into the bottom of the prepared baking dish to form a crust.

In another bowl, mix the remaining sugar and flour. Add the lemon zest and rub it in with your fingers until well combined.
