Step 1
Preheat your oven to 350°F (175°C). Line a 9-inch baking pan with parchment paper and lightly grease it with vegetable oil.
Step 2
In a microwave-safe bowl, melt the butter until smooth. Stir in the sugar, cocoa powder, water, and vanilla extract until well combined.
Step 3
Add the eggs to the mixture and mix until the batter becomes shiny. Quickly stir in the flour until fully incorporated.
Step 4
Pour the batter into the prepared baking pan and spread it evenly.
Step 5
Bake in the preheated oven for 25 to 35 minutes, or until a toothpick inserted into the center comes out clean.

Once baked, remove the brownies from the oven and let them cool for at least 30 minutes. Then, transfer them to the refrigerator to cool completely for about 30 more minutes.
Step 7
In a microwave-safe bowl, melt 1/2 cup of white chocolate chips for 1 to 1.5 minutes, stirring until smooth and creamy.
Step 8
Add red food coloring to the melted white chocolate until you achieve your desired shade. Spread this red chocolate over the cooled brownies in a stripe.
Step 9
Sprinkle 1 tablespoon of red and blue candy-coated chocolate pieces on top before the chocolate hardens.
Step 10
Melt another 1/2 cup of white chocolate chips and stir until smooth. Add blue food coloring to this mixture until you reach your desired shade. Spread it over the brownies for a second stripe and sprinkle with another tablespoon of candy-coated chocolate pieces.
Step 11
Melt the remaining 1/2 cup of white chocolate chips and spread it over the brownies for a third stripe. Top with the last tablespoon of candy-coated chocolate pieces.
Step 12
Return the brownies to the refrigerator for at least 30 minutes to allow the chocolate to harden.
