Step 1
Preheat your oven to 400ยฐF (200ยฐC) and position a rack in the lowest part of the oven. Line a medium baking sheet with parchment paper.

In a medium bowl, sift together the flour and baking powder. Add the Parmesan cheese, sugar, salt, black pepper, and optional red pepper flakes. Mix well.
