Step 1
In a large mixing bowl, combine 1 3/4 cups of flour with sugar, yeast, and salt. Mix well.
Step 2
In a microwave-safe bowl, combine milk, water, and shortening. Heat in the microwave until warm (120 to 130 degrees F), about 2 to 3 minutes.
Step 3
Pour the warm milk mixture into the flour mixture. Add the eggs and mix at low speed for 30 seconds, then increase to high speed and beat for 3 minutes.
Step 4
Gradually stir in the remaining flour until a dough forms. Knead the dough on a floured surface until smooth, about 3 minutes. Cover the bowl with wax paper and a towel, and let it rest for 20 minutes.

In a nonstick skillet, cook ground beef and onion over medium-high heat until the beef is browned, about 5 to 7 minutes.

In a separate skillet, melt butter over medium heat. Add cabbage and cook until wilted, about 5 minutes. Combine the cabbage with the beef mixture, seasoning with salt and pepper. Remove from heat.

Preheat your oven to 350 degrees F (175 degrees C) and grease a large baking sheet.

On a lightly floured surface, roll out the dough until very thin. Cut into 6 squares or rectangles. Place 3 tablespoons of the beef filling in the center of each piece. Fold the corners together, pinch the edges to seal, and place them seam-side up on the prepared baking sheet. Allow them to rise until they are puffy and an indentation remains when lightly pressed, about 40 to 60 minutes.
