Step 1
In a large glass or ceramic bowl, whisk together the soy sauce, sliced jalapeno peppers, and minced garlic.
Step 2
Add the chicken wings to the bowl and toss them until they are evenly coated with the marinade. Cover the bowl with plastic wrap and refrigerate for at least 1 hour to marinate.

After marinating, remove the chicken wings from the bowl and shake off any excess marinade. Set the marinade aside for later use.

In a large saucepan, heat the vegetable oil over medium heat. Once hot, add the chicken wings and pan-fry them for about 2 minutes on each side until they are golden brown.

Slowly pour in the reserved marinade (including the garlic) and the water. Bring the mixture to a boil, then add the bay leaves and whole peppercorns. Reduce the heat and let it simmer for about 20 minutes, or until the chicken is tender and cooked through (an instant-read thermometer should read 165ยฐF or 74ยฐC).
Step 6
Stir in the white vinegar and continue to cook for an additional 5 minutes. Taste and adjust the seasoning with sugar and salt as needed. Serve hot.
