Start by combining the ground beef, beaten egg, minced green chiles, dry bread crumbs, minced ginger, minced garlic, garam masala, and a pinch of salt in a large mixing bowl. Get your hands in there and mix everything until it's well combined. Once mixed, shape the mixture into small balls, about the size of limes, known as koftas.

Next, heat 1 1/2 cups of cooking oil in a deep skillet or large saucepan over medium-high heat until it reaches 375°F (190°C). Carefully add the koftas to the hot oil, frying them until they turn a beautiful golden brown and crispy on all sides. This should take about 10 to 15 minutes. Once done, remove them from the oil and let them drain on paper towels.
Step 3
Now, let’s make the gravy! In a separate deep saucepan, heat 2 tablespoons of cooking oil over medium heat. Add the minced garlic and ginger, and sauté for a minute until fragrant. Then, sprinkle in the Kashmiri red chili powder, garam masala, ground fennel seed, and salt. Stir this mixture for another minute to let the spices bloom.
Step 4
Pour in the tomato puree and let it cook down for about 10 minutes, stirring occasionally, until the color deepens and the flavors meld beautifully. Add the water and dried fenugreek leaves, then gently place the fried koftas into the sauce. Allow everything to simmer together for another 10 minutes, letting the koftas soak up all that delicious flavor.
