Step 1
Start by heating the vegetable oil in a skillet over medium heat. While the oil warms up, grab a resealable bag and add the flour. Toss in half of the beef cubes, seal the bag, and give it a good shake to coat the meat evenly. Once coated, shake off any excess flour and add the beef to the hot skillet. Repeat this process with the remaining beef cubes, seasoning them with salt and pepper to taste as they cook.
Step 2
Next, stir in the chopped onion with the beef, cooking and stirring frequently until the meat is beautifully browned on all sides and the onion turns translucent, which should take about 5 minutes. To add a touch of sweetness, sprinkle in the sugar and mix well.
Step 3
In your pressure cooker, combine the water, beef bouillon cubes, minced garlic, bay leaf, dried parsley, and dried basil. Set it over medium-high heat and stir until the bouillon cubes dissolve completely. If your pressure cooker has a rack, fit it in now.

Layer the potatoes and baby carrots in the pressure cooker, followed by the beef and onion mixture. Donβt forget to season everything with a little more salt and pepper to taste. Seal the lid tightly and bring the cooker up to full pressure.

Once at full pressure, reduce the heat to medium-low, maintaining that pressure, and let it cook for 8 minutes. After the time is up, remove the cooker from the heat and allow the pressure to drop naturally for about 15 minutes before carefully releasing the lid.
